Sizing too small

Lovely shorts in a beautiful colour but not happy with the sizing. I’m generally a size 8, can fit a 6 too and I bought these in S (8-10) thinking it would be a nice relaxed fit. I could barely get these past my hips. I bought another pair of shorts in the exact same size which fit perfectly so tell me why these are so small?
